Introduction
The concept of Power Elite was developed by C. Wright Mills in The Power Elite (1956). He argued that in modern democracies, real power is concentrated in a small group of political, economic, and military elites who influence major national decisions.
I. Importance of Power Elite in Democracy
1. Ensures Effective Decision-Making
A small group of experienced leaders can take quick and coordinated decisions on national issues.
Example: National security decisions during emergencies.
2. Provides Political Stability
The power elite helps maintain continuity in governance and administration despite political changes.
Example: Senior bureaucrats ensuring policy continuity after elections.
3. Coordinates Key Institutions
It facilitates coordination between the government, corporate sector, and defence for national development.
Example: Collaboration between the government and industry in infrastructure projects.
4. Shapes Public Policies
Power elites significantly influence economic, foreign, and social policies.
Example: Economic reforms of 1991 involving political leaders, bureaucrats, and experts.
II. Criticism of Power Elite in Democracy
1. Weakens Democratic Equality
Concentration of power limits equal participation of ordinary citizens.
Example: Influence of wealthy business groups in elections.
2. Encourages Elite Domination
Policies may favour elite interests rather than public welfare.
Example: Corporate lobbying affecting policy decisions.
3. Reduces Public Accountability
Power concentrated in a few hands may weaken transparency and democratic oversight.
Example: Lack of public scrutiny in high-level policy decisions.
4. Creates Political Inequality
Marginalized groups often have limited influence over decision-making.
Example: Underrepresentation of weaker sections in positions of power.
Conclusion
The concept of Power Elite highlights that power in democracies is often concentrated among a few influential groups rather than equally distributed. While such elites may contribute to stability and efficient governance, excessive concentration of power can undermine democratic participation, accountability, and equality.
